NAC = Nevada Administrative Code = codification of NRS laws must be approved by the legislature
LegCom = Legislative Commission = 12 member committee representing the entire Nevada legislative body when the legislature is not in session. Current make-up is 50% Democrat and 50% Republican
NV-DPBH = Nevada Department of Public & Behavioral Health = state health department
Death Certificate Reporting:
LCB File R111-22 seeks to change the jurisdiction over cause of death (COD) on death certificates from coroners to doctors in many cases. It will also change COD reporting as it relates to immediate cause of death and underlying causes. These changes open the door for potential data corruption. And making the changes will obscure data patterns pre and post covid potentially making it very difficult to compare data between different periods. This update to NAC does not stem from new NRS. Further the health department claims that the changes were requested by the LegCom Sunset Subcommittee, yet that cannot be verified as it does not appear in their agendas, minutes or in video footage of past meetings. I spoke with one member of the committee earlier today who asserts that this change was not requested by this committee.

Testing for HIV & STDs:
LCB R002-22 seeks to require every healthcare provider to offer HIV and STD tests to every Nevadan (13 +) at every medical encounter whether routine or emergency. It will also codify and require that the state follow federal US Centers for Disease Control (CDC) guidelines thereby foregoing any and all local input or control. I wrote the article linked to the image below on this proposed NAC update back in January 2022 when the health department first began the process of trying to revise this NAC.
It has gone back to the drawing board a couple of times for revision presumably due to procedural or technical problems. This update to the NAC stems from Senate Bill SB211 which was signed into law by Governor Sisolak on June 4, 2021.

Isolation & Quarantine:
LCB R148-22 The proposed changes to NAC will give public health authorities and the Chief Medical Officer of Nevada the power to isolate and quarantine citizens. I started an article about this in January but since at that time this file was not progressing, I did not publish it then. I published it now and the link is found by clicking on the photo below. Update to add that the original LCB file from January was 19 pages long while this new file is 100 pages long!
I have not yet done a thorough analysis on this entire document, but IT IS BAD. I will update the original article shortly. These NAC updates were prompted by passage of SB275 and AB192 during the 2021 legislative session and signed into law by Governor Sisolak on June 6, 2021 and June 4, 2021 respectively.

Mandatory Newborn Blood Screening Test:
LCB R088-20 seeks to update NAC to require every infant born in the state of Nevada be screened for preventable and inheritable disorders with a mandatory blood draw and testing. This update to NAC does not stem from new NRS.

Pharma lobbyists and NV-DPBH have brought it to LegCom twice already and both times it has failed. IT WILL SHOW UP again in LegCom, so please do not think that this is dead.
